"People in the IT industry sometimes look at the present age and say there's never been a time when technology was changing things as rapidly as it is today. But that's just not true - the railroad phenomenon of the 19th century was as innovative and revolutionary to that generation as computing is to our own. Usselman describes how heightened public safety concerns led the government to create very precise technical standards for the railroads - almost to the point of prescribing particular technologies that railroads had to adopt. This tended to freeze innovation and exacerbate patent issues. The rush for regulation to address safety on the railroads is analogous to the push today for security and privacy in computing."
