I've downloaded all sorts of software gadgets designed to simplify Web-page construction. Most are as useful as a necker knob on a tricycle, so I toss 'em. The one Web-development tool I use all the time, though, is my webColor Pad, a mousepad with 216 colored rectangles, each with the corresponding HTML hexadecimal value printed next to it.
Unlike those color-picker programs with rainbow wheels and RGB-to-hex converters, the webColor Pad never gets in the way of my work on the screen, and it takes exactly zero seconds to access. I simply find the color I want to use for a background or text, enter the hex value into my HTML file, and move on.
The only problem with the mousepad, as far as I know, is that it's so pretty, your coworkers will be 00ff00 with envy when they see it. My advice: flip it over when you leave the office.
